She did punch him at full force, but that was after he told her that Cadums helped him survive, so she probably assumed he was enhanced in some way. Punching him didn't expose his skull, she lasered him after he threw her at the support beam.

She could have been holding back a bit, but she did punch him hard enough to expose his metal skull.
