They don't have close hardware. They don't even use the same CPU architecture. What makes it easy is that the same development tools are used on Windows as on the 360.

Shit coding exists on all hardware platforms, whether it's "7 year old consoles" or the god-like PC hardware that you likely kiss before you go to bed each night. Hardware has nothing to do with whether code is written properly or not.

Anything that is designed to be used with a mouse works great on an iPad. Games that were designed to use mouse & keyboard or traditional controllers do not. Game developers seem unaware of this fact for some ass-backwards reason. I don't see anyone ever giving up their Xbox or PS3 for an iPad.
