The MCU didn’t exist at the time. Marvel Studios didn’t really start thinking about the MCU until after Iron Man 1 was a big success, and Incredible Hulk was 95% done when Iron Man hit theaters.

In all fairness, the Super Saiyan hair was out of laziness, not any kind of intentional coding or whatever. Toriyama didn’t like inking all that black hair, and Super Saiyans having white hair meant he could save time inking. With 4Kids, it was indeed very much intentional. The CEO, Al Khan, prided himself on making the adaptations so American-ized that kids would think they were domestic cartoons, not Japanese anime.
