In the anime, wild Togepi aren’t exactly common sights. There have only been four episodes where Togepi other than Misty’s have appeared. Two were the Mirage Kingdom 2-parter where Misty’s Togepi evolved and left its trainer. Then there was a Sinnoh episode where an evil Togepi built a rocket to travel to outer space…

I'm guessing they never watched past Kanto, since Misty's Togepi evolved and left to rule over a Togepi kingdom while Brock handed his Onix over to his younger brother, who evolved it into Steelix. 

Supposedly, the engine around the older KH titles was a nightmare to put together, but considering some of the ports on the Switch already, it wouldn't surprise me if a 3rd party company could successfully transfer it over. 

Platinum Games is doing the port, not Nintendo.
