Those are not considered maintenance items, they are considered repair items. Maintenance is things like oil, transmission fluid, and brake pads. Wheel bearings do go bad after a while, but they aren’t considered maintenance items.

i wont say if this guy is a dickhole, but there are certainly a number of reasons a person in his situation can be one. if he is only using it once or twice a month or something, it really should be stored elsewhere, not to appease any laws, or lack thereof, but just to be a personable and thoughtful neighbor/member

Honestly this is probably worse than a rusted out work van, this is the equivalent of having a semi-tractor trailer parked in your driveway. Aesthetically displeasing for sure.
