1) What matters more, effective tax rate or regulations? Texas collects more than California in taxes from corporations (on average). California regulates more. There are better places to go than either of these.

They're privately owned and operated, and are generally for-profit. Yeah, here in OH we regulate the % of revenues they take for "management fees", but they get around that in a heartbeat.
