My guess is that the image they grabbed was likely from a South Korean service/library, and this is another’s slight against japan that wound up there accidentally. 

Given that Korea has a long history of doing precisely this exact thing, I don’t really buy that this was accidental. Maybe, but odds seem low - it most likely was intended.
