I think it’s pretty obvious that “Captain Luthor” is from an alternate dimension destroyed in Crisis, who scienced a way out of the whole “people from alternate dimensions can’t live for long on the current Earth Prime.”
They already recreated that Crisis cover way back in Hoechlin’s first appearance as Clark.
And even if she didn’t come back to earth before Endgame, there’s no reason to assume that she didn’t spend some time there during the five year time skip in Endgame.
