While I certainly wouldn’t deny the existence of systemic racism with the police in NZ, I’d say the fact he was arrested instead of simply shot has more to do with police training there then the colour of his skin.

When I was 10 or so, a classmate of mine, some of his friends and his younger brother decided to sneak into the Metro Toronto Zoo by going through the wolf pen. Their presence was not appreciated by the wolves and the younger brother was mauled badly enough that he had to have his arm amputated.
