It's a really fucked up thing to do. As I understand it, the tar has to be very hot to be applied - like second-degree burn hot. I don't even know how one would survive being tarred and feathered. This guy deserves to be humiliated, sure. I'd reserve the tarring and feathering for baby-rapers.
