I second this. Your ultimate employer was the DoD, they just happened to farm you out to separate companies during that tenure. List them as your employer, with the specific companies listed underneath.

Put the parent company (so DoD) first, then list in parentheses the contracting companies. That's really what they care about, anyway.

If you're an independent contractor, you could put everything under that umbrella on your resume. E.g., "Independent Contractor - April 2010 to present" and list the companies and job achievements under that.
