There’s a setting in the YouTube app for that. Under general settings, limit data usage. It will only stream hd on WiFi if you enable the setting. And while playing a video, if you select the menu on the video you can select quality and change the quality to as low as 144.

You can “ok google” with a locked screen. Screen just has to be on. There’s a setting for it in the Google app. I actually hate the swipe thing. I know I can ok google a phone call but there are situations where I don’t wanna talk to my phone.
