Musk made the Supercharging stuff free to license awhile back, I think (citation needed). Any other automaker can use it, but no one wants to be the one to say, “Tesla did it first, and better than we can.”

Logged data should be written its own partition (or preferably physical storage device), and corruption of the logging partition/drive should have no effect on running code. Dialling things up/down can then be made purely on what makes the most sense to log.
