You're wrong. You can be held for ID if you don't have legal photo identification on you. You don't have to do anything else, refusal or inability to provide ID is enough. Been like this since the late 90's.

Depends on the state, Arizona has a "stop and identify" statute. And even without that the fact that she broke a law, no matter how trivial, may have placed her into a category where asking for ID is okay because of other laws.
