Yes, we see the 13th Doctor regenerate into this new David Tennant incarnation and thus he’s the 14th Doctor not the Tenth Doctor. And “Nth Doctor” is an IRL labeling of the Doctor not in-universe, and that’s the way the Beeb and RTD have labeled this new incarnation, 14th, and Ncuti Gatwa as the 15th Doctor.
