I thought Simm was fantastic in his 2 minutes at the end of “Utopia” and (for the most part) really good in “The Sound of Drums”. After that...not so much.

The scripts being reworked is pretty par for the course for Who. Davies rewrote entire episodes, and is open about doing so in his book.
