Shoot it down with what? These balloons are in the 80-120k feet altitude. An F35 will top out at 50k. A SR-21 Blackbird will get to 80k max, but has no firepower. Short of sending an overkill missile at it, there is no shooting it down.

You need to look at a map, you might find out that where this balloon is and where those bases are has a VAAAAAAAAST expanse of ocean in between. 

Shooting it down and harming people on the ground seems very on point for their agenda.
