Agreed. All they do is take “car” and make the space a little more vertical with a very small volume and efficiency penalty. For a given volume, a bigger footprint is a pain in the real world compared to using vertical space.

Dodge Magnum with a Hemi. Several to choose from at half his budget with under 60k on the odometer. With little work, it can be built to over 600hp. $15,000 would easily do it with $10k or so to spare.
