I’m most suspicious of the schools at the top of the list, but it’s not at all outside the realm of possibility that the schools at the bottom of the list, especially those with no campus housing, did not in fact have any reported rapes in one particular calendar year.

I think there should be a distinction between schools that don’t have on campus housing and ones that do. One of the schools on that list is a small satellite campus of a larger school - I recognized it because it’s in my home town. They don’t have student housing so it’s pretty likely there weren’t any rapes reported…
