I see where you are coming from. I agree that if I were her, I would feel upset. Especially because the recruiter was probably saying whatever it took to get her to register.
I still think the ultimate responsibility is on her. If a person chooses to participate in something, they should make sure they are eligible. I agree, it would have been better for the pageant people to catch it and not take her money.
Yep, I wanted to be outraged, but reading the article, it seems like she didn't fully read the rules. It's a little absurd to me that she is somehow blaming them for not catching that she wasn't eligible earlier. It sucks, but when you enter a competition or event, the onus is on you to read the rules.
