As far as I know, there's no fiber layout that can make pure CFRP good, let alone great, in out-of-plane impact. That's where sandwich cores come in.
Your lay-up would have to be badly inconsistent for the wheel to not hold air. If you're talking about the tire on sealing on its seat, then that's a question of surface finish, which can be taken care of by vacuuming and using a smooth mold, or by sanding afterwards.
