Does Google Play Store just have no QA process for developers? Is that why there is so much spam crap on the store?

Apple’s App store has some spammy stuff, but it’s a minute fraction of the crap that Google’s Store contains.

Cool, but why can’t it read/send texts via Google Voice? I understand there are some privacy concerns - but with voice recognition and being the only person in the household, this would be very useful.
