I'm going to have to rewatch the episode because I thought the entire reason for her doing this was because Ra's wanted Sara back in the League or dead.
The mission which was dictated by Ra's a Ghul. I think she was attempting to use the relationship to get Sara to come back on her own, but then she ended up with her feelings for Sara being why she decided to let her live and set her free from the League.
But she didn't do it ONLY for that reason. She did it because Ra's a Ghul wanted Sara back. I don't know why that's being lost here. Nyssa is the only reason Sara is free now.

Since Thea is Ollie's half-sister, I'm all in for Liam McIntyre to show up as Ollie's long lost half-brother from Robert's side.

Paul Blackthorne was not miscast at all. He's playing the grizzled, put upon cop with aplomb. He's great even with his goofy accent.
