True, but you don’t get the benefits from the native dialer like Google’s caller ID for contacts/companies not in your own contacts. Also any apps that use the dialer (IF, Trigger, etc.) can’t use the Hangouts Dialer to make calls.
Since there are no roaming fees, you can turn on roaming data and if you are in an area that has roaming agreements it will roam to Verizon or AT&T. There is no way to know where these places are, but probably exist in areas that are not covered by TMobile or Sprint at the moment if I had to guess.
You also get coverage when you are connected to decent WiFi. I know that I was able to make/take calls over WiFi in the dungeon of a hospital where no cell signal could penetrate and they have guest WiFi.
