I'm throwing in Banshee to the mix (Windows and Linux) and it syncs to IOS devices. You can sync to Android from iTunes via DoubleTwist and with the Air Sync add-on, you can do so wirelessly.

You can't beat that $30 T-Mobile plan as long as you have coverage in your area. Throw a Nexus 4 on that for $350 and you got a pretty good setup.

Carriers with unlimited data are getting rare in America and usually their unlimited plans are expensive. There are rare gems out there sometimes if the coverage works for you.
