They deploy differently if it detects belted vs unbelted. The issue is that since they need to be able to switch, it can’t be perfectly optimized for the belted passenger

There’s some tech that can detect that, like a biometric sensor inside the belt or something that piggybacks off of driver monitoring cameras inside the car already that would look for some tag on the belt

Car belts are usually tested for the “life of the vehicle” which for most OEMs is 10 years and 100,000 miles. They are also very rarely put to maximum load during a crash because of crumple zones and airbags and stuff.
