Depends on the timing. If pence is sworn in the a new VP we be appointed and confirmed by the Senate. I doubt Pence would be forced out at all but if he is the timing will determine if Ryan steps up. If both trump and pence get the boot the scandal will block a Ryan agenda long past the midterms.
