How about make AM radio an option and charge more for it? This should pay for the additional shielding/insulation, etc.

Meanwhile cars (vehicles) are tougher to see out of: higher belt lines, thicker pillars, higher hoods, worse rear visibility... none of the safety standards affect those outside the car.
