I assume it’s several people. It seemed like Stefan Heck was generally the one who was RTing it in the very beginning, so much so that I assumed it was his at first, and the style of humor is very much up his alley. At minimum it’s probably all the Real Good Show guys.

Incredibly tedious and gimmicky. I’ve seen about 5 minutes of Game of Thrones, so the “hey, remember this?” references went straight over my head and the “jokes” were not remotely funny enough to stand on their own.
