If they define speeding reasonably (zero tolerance in school zones, hospitals, or residential, but maybe more than +10 mph at interstate speeds), but six is idiotic. Serial speeders should not get five free passes. Two at most, with the limiter installed upon instance three.

Except gas taxes penalize everyone. Steep initial sales taxes and registrations fees are the way to go.
