What I do is take a regular tissue, separate the two layers, and then put one layer over my lips and brush setting powder over it, then reapply. Repeat as needed.
I usually keep a roll of paper towels in the bathroom, so I just take a small square and that seems to work well. Toilet paper, if it’s not the super cheap flimsy kind has less track too I think.
