I’ve seen this a lot on old signs— quotes were used for emphasis instead of bold text. There’s one in my parking garage that says:

If you do some googling, you may be able to find a stylist or salon that specializes in color correction. Those people are geniuses. I had to do it once after I destroyed my color with a series of boxed dyes. It’s expensive and it can take a while if they have to do multiple processes, but so worth it.
