I can’t believe I know this and that I’m pedantic enough to comment on it, but there was an episode of the Pokemon TV show where Meowth trained himself to talk over the course of a few weeks or months. So I guess *any* Pokemon can learn to talk if they want it badly enough.

I’m not sure that Zebo not moving was cerebral as much as it was budget limitations, but it was still effective nonetheless. In fact, I would say that the show was pretty clever in their storytelling, since they had a pretty low budget and their audience was children.
