Same here, re: personal origin. They could do parts of the west side and sections of the core downtown rendered as-is, and it would fit in with the perpetual Fallout ruin porn.

As an American, I have long heard and recognized the distaste with games and movies being constantly set by Americans in America, by non-Americans.

DC sports teams tend to get split mostly into 'eastern' groupings, but sometimes it's a vague 'east' vs. a 'southeast' organization, historically.
