Completely agree. I drive all the time in Philly and Baltimore to visit clients ... When you get into the poorer sections of town it amazes me how little people are actually paying attention when driving, wearing seat belts, ignoring kids walking close to the road, actually stopping at stop signs.

A big reason however for the Performance Action Plan is not to avoid a employment, EEOC type lawsuits unemployment but rather to win the unemployment compensation hearing in front of a judge. Employers don’t want to lose those suits because it (a) raises their taxes and (b) they don’t want to set precedent that…
