Historically the police will file charges on ANYONE that hurt another (regardless of the initiator).. now the COURTS may exempt him based on who started it..But when the police get involved, they tend to treat EVERYONE as a criminal.. especially the guy/gal standing at the end.

I would venture to say that at least 40% of all cops are unfit to be cops, and the remaining percentage should be rotated to other areas/divisions periodically in order to prevent them from being jaded and allowing their bias to take root and corrode others.
