Every manual car I’ve had let you start with it in gear. Heck, even my 1986 motorcycle is this way. Clutch has to be depressed, but you can start it in any gear.

I can attest to this. My boss had a 2011, she changed the pads 2-3 times a year, every year. I put 60k on my beater over 5 years and never changed the pads lol.

I would think putting a urea injection system on every car (like they should have originally) would be the best compromise. Only downside to that one is cost. But I suspect they will pick the cheap route and just flash the “normal” mode off, resulting in worse power and fuel consumption.
Warnings for so many miles, then speed limiter kicks in. They go all the way down to 5mph limit if you continue to ignore the warnings. All you have to do is fill up the tank to get rid of the warnings/limiter.
Yeah, that’s not the case in Ohio. They’ll pull you over the MONTH it expires because they can’t read the specific date it expires until they have you pulled over. (It’s in fine print at the bottom of the sticker on the plate).
