Apologies if a comment along these lines has already been made, but Lucas began writing Episode I in 1994 and filming began in 1997. I don’t think we should give the special editions too much credit for keeping the franchise alive.
The laser discs were amazing! And with all those making-of featurettes.... They were probably one of the two biggest catalysts for my love of Star Wars (the other was this huge exhibit of film props and models that my parents took me to—twice!—when I was in third or fourth grade).

In fairness, the CGI was state-of-the-art for 1997 viewers. But the argument that the scene as a whole undercuts Jabba’s character is fair.
