The prosecutors initially charged her with manslaughter, but when it was presented to the grand jury, the grand jury returned the heightened charge.  Pretty unusual, and suggests that the additional evidence gathered by that point was striking.

Then at worst, they deserve each other.

That is the exact opposite of both your point and the truth.  The House prepares and votes on articles of impeachment, which if passing are then moved to the Senate for trial on the merits.
