YEP!  This is the problem with the filibuster as currently practiced - it’s supposed to be incredibly hard to pull off!

Agreed in principle, but the “filibuster” of today is also a problem in that it’s just saying “hey, I totaly filibuster this, you guys” without having to do all of the more cinematic stuff described from ages past.  If the filibuster still existed in that form, it would be far less of a problem.
