They don’t have perfect overlap, but enough people talk about going to “Ulta or Sephora” that they are competitors. This thread is full of people declaring their preference for one or the other, which is something that is only relevant for companies that are in competition.

Agreed. I like Ulta better than Sephora precisely because they carry budget brands.
FYI while you can’t use all coupons on prestige cosmetics at Ulta, you can use points, your birthday $15 they give you, and some coupons (~5/year)
