If you go to the ATT store, they should give you a new one for free. If not, complain until they do give you one for free. They can't reactivate an old sim card the the best of my knowledge.

And how is this different than almost literally every other smartphone manufacturer? Droid 3 -> Droid 4: Same price. GS2 -> GS3: Same price. I could go on. In each case, the older model became cheaper.
