I think instead of paying for open loans the government should pay back all the already paid back loans.  Give the money to people who actually paid up after taking the loan.

motorcycle engines are crazy expensive and have tighter tolerances. theyre also manufactured in much smaller quantities so you dont get the savings. same reason motorcycle tires cost so much.
