Probably because the console ports and arcade game were handled by Capcom. Usually for home PC releases, especially PCs like Amiga not popular in Japan they just let some 3rd party dev do it. Megaman on DOS is another example.

The rules to games are not copywritable. So long as you do not copy word for word Hasbro’s rules to Monopoly or use any of their art assets, you can sell a game that plays identically to Monopoly but is called Consortium. Hell, companies do that ALL the time, they even end in “opoly” usually.

Who says they are using any of Blizzard’s assets? Has that been proven? All the assets are in the client. They reverse engineered all the server side crap. If users are pirating the client that’s one thing, but it’s not illegal to reverse enigineer a server.
