My guess is that since Deb was there, Dexter knew that Speltzer would have to be arrested, and being jabbed with a needle full of tranquilizer would raise a lot of suspicions.

I'm not buying it. I really do think he know something was up with Dexter. Why would he specifically want to show Dexter the serial killer game? Why send the ITK hand? Just to creep Dexter out or to send him a signal?
