Not in FFXIII. You set their roles, and the character AI picks the specific moves to use. In FFVIIR, you do get a little more control, as you assign the special moves/magic to buttons, but you don’t, say, constantly pick “Attack”; the game will do all of that, and you just need to wait until your bar fills up to cast

I don’t know if it helps, but the combat system from VIIR is basically the combat system from XIII. You’re not supposed to be handling every little thing the character does; you’re mainly setting tactics and guidance on what you want to have happen.
