The FCC has no jurisdiction over cable networks. Fox News doesn’t have any kind of license for the FCC to yank.

I think a big part of why this guy is not taken as speaking in good faith is that he’s appearing on the network that directly influenced the shooter. If he’s not going to directly and bluntly call that network out, anything else he has to say is just not worth listening to.
