To me, it’s the bundling thing that makes it seem bad. If it was a lottery just to buy the card, that’d be fine; I think that’s the proper way to do it.

I fully believe that the lottery approach is the right way to go for things that are this unavailable. But to tie buying the graphics card to buying a motherboard that I probably don’t want and seems to be marked up is just gross.

The vast, vast, vast majority of software is not programmed for a specific CPU architecture. Because of this, recompiling for different architectures is usually not a big deal. The bigger hurdle is using macOS specific APIs vs Windows APIs.
