Upstate literally means north of the Metro area.

I know right? I’ve had multiple people try to argue lately that the Catskills aren’t upstate, the Hudson River Valley is not up state. Rochester is not upstate. Even Buffalo is not upstate. And like half of upstate is not upstate cause it’s Western New York.
