No, it’s not on purpose. You’re supposed to be able to get all 24 powers in a single run, including the first run, and max out all temple powers by NG+10 (ie. the full 24 temples each run, every run).

Yes, this is on purpose. You need to do NG+ to get all the powers.

As far as I could tell, that was by design.  

I had an issue where I was missing supernova and Vladimir never gave me the temple location, eventually just went into NG+ and got supernova in that universe.

The Disney archives are amazing. They basically have every animation cell, background painting, maquette sculpture, and concept drawing going back 100 years.
